Risk is defined as "The effect of uncertainty on objectives" (ISO 31000). However, there are many organisations where the link between risk management and objectives is somewhat tenuous. This may be readily overcome by suitable Analysis criteria.

Additionally, SMART objectives, by definition, have a timeline and this drives the risk profile of a project. Project Governance needs to take into account both the timeline and profile when considering (Gatekeeping) approvals.
